I don't think you can nest tags inside attributes.

However, this may be closer:

<CFOUTPUT QUERY="mail_roster">
        <CFMAIL TO="#student#"
                  FROM="#mailfrom#"
                  BCC="#setBCC(mail_roster.CurrentRow)#">
                  SUBJECT="Greetings">
                  
                BLAH BLAH BLAH

        </CFMAIL>
</CFOUTPUT>

Doesn't CFMX choke on blank mail addresses though?
