I used to have the same issue, and it can be a large variety of different things that cause it.
As for the iisreset tool, try: iisreset -kill It's a little undocumented, but it works. Other than that, I'll offer a bit of advice. It's probably either: 1) Connector issue. Use the wsconfig tool to destroy & rebuild the connector. Worst case: upgrade to win2k3 or move to linux. 2) Load issue. Too much traffic on your web or database server, or another external system. Worst case: load balance. 3) Bad CF coding in general can break a cf server.
