Nothing beats the combination of RoboHelp and Captivate. We build all our Plum documentation in RoboHelp, then export both the compiled .chm file and the HTML version for online viewing with a single click.
The only other tool I would recommend is RoboScreenCapture (also from Macromedia). I've used about a half dozen capture tools over the years, and RoboScreenCapture beats them all, hands down. I'm not sure, but RoboScreenCapture might come with Captivate, so check before you buy.
