You're right - that wasn't Phil's problem. However, when you set a cookie in a page it is returned as a Set-cookie header to the browser when the content of the page is returned. If the browser accepts the cookie then the cookie is sent as part of the browser request to the server so a cookie is never available in the page in which you first set it.
