The default charset in the internet used to be US-ASCII and gradually went from that to UTF-8 folowing the acceptance of RFC 2044 in October 1996. If you look at any modern RFC you will see that UTF-8 compatibility is mandatory and the ISO-8859-x charsets are not even mentioned.
