You can query the datasource within an exception handler:

<cfquery ...>

</cfquery>
<cfset DatasourceIsReachable = "true">
<cfcatch type="database">
... look to see what kind of error you have; if it's because the
datasource isn't reachable set variable to false ...
</cfcatch>
