I'm sure there is a way to programatically add FTP accounts to your windows box using CF. The user then clicks a link opening thier FTP account in the browser and drag and drop the files to be backed up. You can then "sweep" the directory of each user when they login and present the files for download via HTTP.
Something like this? The only problem is that it is user initiated, but you could create a script that they schedule to run on thier machine to initate the backup.
