You need
<cfif isUserInRole("user") OR isUserInRole("admin")>
</cfif>
isUserInRole checks if your in ALL roles listed, while CFFUNCTION
checks if you're in ANY role listed. So if you're usign isUserInRole
and want an ANY comparison, you have to do it manually as above.
