I don't think this is exactly correct. When CF runs the CFHTTP tag, it doesn't matter what security context is used to run the CF service itself. CFHTTP does not send Windows authentication credentials. It only supports Basic Authentication, I think. When you access a URL through Internet Explorer, it can automatically provide credentials if you have it configured to do so, but I don't think those credentials will be send automatically if the web server is using Basic Authentication.
