Seems like I've found the problem... In the WWW Service Master Properties for wsm-web, the Execute Permissions had been reset to "None"...
Once I reset that to "Scripts Only", then allowed that setting to propagate to all the sites, I'm able to access sites via localhost and by using my IP... It's probably something I did trying to figure out how to set up multiple isolated FTP user accounts in Windows 2000 Server. Thanks for everyone's help!
