How are you changing it?

SetLocale() should work. Use GetLocale() to check it. If it doesn't solve
your problem then you might be doing something wrong in your code. Show us
what you have.

I have a site which will be shown in English and Spanish.

When the site is in Spanish I want the numbers to be shown 2.350,00 and in
  English 2,350.00.

I tried playing with the locale's but no joy.

  Any ideas?

  Thanks
  Allan
