It didn't take much to rewrite that tag.  The root of the problem was
the use of the registry to determine the mail root folder.  Easily
fixed by making it a parameter.

The rest was simplifying the code.  It was some pretty old stuff.

I used cf_resendundeliverablemail2 as the basis for this.  You could
apply the same approach to resendundeliverablemail4 I suppose.

Amazing that no one has released one of these for MX.  I guess I'll
post it, but I'll look at the v4 version first.  Kinda like this one
as its very simple.  Needs a bit more polishing though.
