Exact, all depends on the number of possible elements in the list and the 
overall size of the field.
If for instance the maximum number of 2 chars elements is 10, then having a 30 
characters text field 
if far more efficient than having a cross table.
I use this a lot for user permissions in an intranet fo instance.

Personnally I do not trust straight rules like "never use a list in a 
database", etc.
