Depending on your definition of random, this may or may not be a
randomized order.  I'd say it's not.  Also, if the sample is large,
it's unfair to people who submit their image soon after the query is
taken and cached, because they won't get a first view until after the
entire cache has been used up.  Which isn't to say this is a bad way
to go, just make sure you understand the implications of doing things
this way.  And that's not to say that you (Ian) haven't, just that
others who might look at this dicussion for ideas need to be aware
that there are implications to be considered.
