I had heard that CF7 had an implementation (perhaps only in the enterprise version)... was this mistaken?

While Apache Axis, the underlying library used for web services by CFMX, can be used with various WS-Security libraries like WSS4J, I really don't think you can use those libraries yourself from within CF.
