option 1. is easy enough to set up. you could have a sample application built within the hour. more to follow - I have to grab some links - can't remember off the top of my head, and there are probably some changes - a little more empowering. possibly something opensource. www.voicegenie.com is easy to work with.
what kind of outbound traffic? (just curious) ie number of concurrent lines outbound.
