Also, you might make sure your network people have the connection and NICs configured correctly. For some reason, our servers were running full duplex, but for some reason, the performance from the server to the browser sucked really bad. We had tons of packet collisions. The weird thing is that only internal browsers had the problem. People on the outside of our network could view the files as fast as they should have. Our network people couldn't figure out the cause, but they worked around it by setting the NICs to half duplex. Not perfect, but the download performance was *much* better.
