I assume you're using IIS right?

If so then just go into the properties for that site, choose the "Home
Directory Tab" and set "Execute Permissions" to "None" (it should start out
on "scripts only").

This will disable all server scripts for that site - ASP, CF, etc.  Only
static pages will run.

If you just want to disable CF (but keep others) then press the
"Configuration" button and delete the CFM/CFC/CFML mappings from the
"Mappings" tab.

Queasy peasy, quick'n'easy.
