I just open the file in notepad, copy the contents, create a new file in
dreamweaver, paste them in and overwrite the old copy.

yeah, this is one of those known but hard to reproduce inside
Macromedia's buildings issues.  Delete the local copy of the file and
restart DW, should help.  May have something to do with timestamps on
the files in windows too.  I have heard folks actually copy the whole
local folder to another location, then copy it back to fix this.
