It all depends if they need disconnected access to the data in Access.

I would still like to hear the reason not all of the data can be moved
to SQL.

I, too, use Access data projects where Access becomes the interface to
the SQL data and nothing more.  It makes it very easy to let others
maintain data w/o needing to create an entire web administration
interface just for one or two people.

You don't even have to do that.  Just create ODBC datasources to your
SQL Server tables and edit your Access reports to use the SQL Server
data.  I have a couple apps like this.  Access does nothing more than
provide forms and reports.  All data resides outside of Access.
