If you want to see the output I would do 
<cfsavecontent valiable="perloutput">
<cfexecute name="C:\PERL\BIN\PERL.EXE" arguments="#arg_build#" timeOut="5"/>
</cfsavecontent>

This will keep you from having to use cffile to read in the results.
