DevNet edition allows as many users as you want to connect, but all developers must have a DevNet subscription. On CF7, it also appends a META tag to the top of your document (not in the HEAD) that cannot be removed, so you can't use it for XML documents, DOCTYPE sniffing, or other things that depend on not having random tags floating around.
Developer edition is free to anyone to use, but is restricted to a couple IP addresses, so you can't share among multiple developers. Also DevNet is dead, if you've got lingering subscription time it'll last until then, but you can't renew, so it's probably best to avoid any dependance on it, even if it'd make things easier (which it does).
