They specifically warn against it in their webmaster guidelines:

(about three quarters of the way down, "don't send automated queries to Google")

It's too easy to send huge numbers of automated queries - I imagine
their perfomance would suffer if they didn't try to limit it.

Presumably it waits a certain amount of time between requests. I've
used Internet Business  Promotor from Axandra in the past, and that
has settings for number of simultaneous requests, waiting period,
whether to download images like a normal user, etc.
