If I am understanding the documentation correctly Shibboleth would run on top of something like CAS. We would first want to implement a CAS type system and then we would want to implement Shibboleth if we were interested in allowing authentication with other organizations.
This a-select appears to be along the same lines as CAS correct? And part of the same NMI initiative. If you just want to carry a username across domains and nothing else, I would recommend looking at http://www.a-select.org/ or even just at HTTP Digest Authentication.
