If I am understanding the documentation correctly Shibboleth would run
on top of something like CAS.  We would first want to implement a CAS
type system and then we would want to implement Shibboleth if we were
interested in allowing authentication with other organizations. 

This a-select appears to be along the same lines as CAS correct? And
part of the same NMI initiative.  

We are an educational association so although our need for Shibboleth
may not be immediate it is certainly interesting to us.

Shibboleth is rather heavy weight. If you are looking for an application
that can not only establish an identity, but also carry authorization
information etc. it is definitely the way to go. If you just want to
carry a username across domains and nothing else, I would recommend
looking at http://www.a-select.org/ or even just at HTTP Digest
Authentication.
