yes you would. you can't count on machine translation unless you don't 
mind insulting or otherwise confusing your users.

the proper approach to this is to
- internationalize (i18n) your code
- then localize (l10n) it the locales (or languages) you want to 
support. you can think of this as skinning the app to a locale.
