for the i18n stuff, you can see:

on http://www.sustainablegis.com/things.cfm see geoLocator, I18N 
calendar testbed, Testbed for TimeZoneCFC, javaRB CFC testbed, etc. you 
can d/l the CFCs from those pages. to one extent or another these things 
wrapper i18n functionality in java (core java, icu4j, custom lib, etc.). 
frankly i'd hate to have to write whole apps in java but it's quite easy 
to make use of existing stuff when you need it via cf.

for the GIS stuff, i don't think we have anything for public consumption.
