This depends on many other factors, such as colorization of the columns. But to get a basic layout, before color is considered you can do this:
<div id="header"></div> <div id="left" style="float:left; width:150px;"></div> <div id="right" style="float:right; width:150px;"></div> <div id="content"></div> <div id="footer" style="clear:both"></div> This will give you the basic layout you request, where the footer will always be below the longest div.
