You can do it programmatically,

<cfsetting showdebugoutput="true|false">

But this has some problems:

1) Debugging has to be turned on via cfadmin for this to have any effect
2) It still slows down your page processing times, especially heavily 
CFC-intensive sites (like mach-ii). Debugging is created for every 
template, you can just control when it is displayed.
