That's the weird thing.  I moved the URL for the <cflocation> to an <a
href="..."> tag, followed by a <cfabort> and it works as expected.  That
way, I know I'm in the right <cfif> statement and I know all of the URL
variables are being written as expected.  Does CF do anything when doing
a <cflocation> where it may strip or append items to the string?  I have
the addtoken attribute set to no and the tokens aren't being added, I'm
just curious if maybe CF screws with the URLs and forgets to put stuff
back.

Check that erroneous spaces, etc, haven't jumped in.  You might also put
in some asserts in there (if you don't have BlueDragon 6.2 do <cfif
checkforsomething>gothere<cfabort/></cfif>) to see if something is going
funny in your logic.
