Use Dreamweaver Templates? They'll automatically resolve any paths and you only need to create one master template. Then just save it wherever you want, and let Dreamweaver take care of all the hassle of keeping up with whatever directories something resides in.
We have several sites built the same way, with generic pages that will reside in various levels. We have just one template derfined for the site, and all you do is go File > New... and select whatever templates are defined for the site.
