Firefox has an extension https://addons.update.mozilla.org/extensions/moreinfo.php?application=firefox&category=Developer%20Tools&numpg=10&id=271 I think that's what you mean.
As for suggesting colors, isn't that a bit subjective? I don't know how it would do that, but that plug in does not suggest anything - I'd like to see a tool that does suggest colors though just to see how it would work.
