I have seen this before, but never really dug into it (I might have asked the question here before...) The Solaris/tomcat setup has been running just fine, but then it suddenly starts to bomb out on an old application, and claims that it cannot locate a cfinclude template "Could not find the included template". I double check and recreate the mappings. Other files in the same directory can be found etc etc. And then i just rename the file (and update the template attribute in the cfinclude), and then it works fine. Any clues on why it is like this? ###########################################
