Are you wanting the UDF to basically be an "include" of all the head content or would this use the cfhtmlhead tag to "place" content in the head?
INOW, will the UDF output, or return, a complete <html>...<body> section of a web page? I would say your needs may be different enough from something that someone else has created that it may be worth your effort to create your own just as you need it. Personally, I would use a custom tag for this. You can either pass different attributes or child tags to control your head-area content.
