Dave, Check out the FileZilla project on sourceforge. Their main product is an ftp/sftp client, but they also have a server product. I haven't used it, but i've been *real* impressed with the client in terms of how often they release, fix bugs, patch security problems, etc - so i'd say the server probably deserves a spin.
It's GPL and has beta sftp support.
