Dave was right, it was DEP that was preventing the installer from going through. After disabling this on a similar setup CF7 installed fine.

There's a specific issue with installing some MM products on Windows Server 2003 SP1: http://www.macromedia.com/cfusion/knowledgebase/index.cfm?id=b39c1803 However, this isn't supposed to affect CFMX 7 (and hasn't, for me). Can you provide more specific information about the errors that you encountered?
