Well, speaking with guys at SS, the short story is that SS was at one time one of the more technically advanced bureaus. SS and FBI used to be responsible for online fraud, in a very competitive sense. After 9/11 they shook hands and now there is a separation between hacking/intrusion (FBI) and fraud (SS). However the FBI guys says SS still tries to beat them to the punch on corporate network incidents.
