If by RIA you mean Flash, I'd suggest going to the Macromedia site and 
checking out their mobile section.

The idea of being offline or online is something MM Central takes care of. 
Of course, I find it much easier to implement this functionality from a 
standalone app using SQLite++ as it's more easy to customize given different 
situations...
