Comodo offers an ssl whose certificate claims 99.3% ubiquity and whose
pricing starts at $49 (a bit less if you have a reseller agreement). 
You can jack that price up to $119 with silly warranties but I have
been using these for two years with zero complaints across maybe 50
sites.

Geotrust's QuickSSL has jacked up their pricing so they are on a par
with Thawte (actually a bit more) on retail but give ridiculous
discounts to bulk sellers like ev1servers.net for the same cert ($49).
 I stopped using them cuz they liked to try and go direct with my
customers.

The $15 certs are out there and as you say they're from some pretty
small operators.  None come to mind offhand.
