At the school where I went we were told that all "straight-line"
surveys would not be counted.  Additionally we had to indicate that we
had completed the survey by marking a "completed" circle (these were
paper surveys, scantron style).

You're talking more about a judgement call than a logical one.  As
you've already pointed out there is no true metric that can be used to
"determine" a cheater from a non-cheater.  Given that fact here are
some things to consider -

- There are no real "cheaters" on a survey.  If someone declines to
answer a survey then why not just give them the opportunity to do so.
- Alternately you could do a quick server-side scan of all the answers
in each category and then if they all are the same prompt the user
with a required field that forces them to explain why they feel that
is the case.

Honestly you could come up with a hundred different solutions to the
issue; the problem is that all of them could be overcome by someone
crafty enough.  The better solution to use is to provide the person
who will be generating reports from the surveys with the ability to
quickly view survey results and decide whether or not to include them
on the report.
