Can you connect to it with a Sybase client from the CF server to the Sybase server?  
If not, there's your first problem - you probably don't have the client utilities and 
proper drivers installed on the CF server.

If you CAN connect, then in the advanced settings tab in the CF Administrator ODBC 
setup, make sure you've got all your connection strings correct and that you've 
specified a username and password for the connection.

Also, try setting up an ODBC datasource and testing it through the control panel.
