I think part of the mentality is that managers want to "fix" the email before it goes. I've dealt with people who write something in MSWord, paste it into an AOL email, I then paste it from the company-standard Outlook into TinyMCE and send it via CFMAIL, and they wonder why it doesn't look exactly the way they sent it.
