I had the same problem. I exhausted every solution I found on the web. This went on for weeks. I even tried Macromedia (email) support but finally gave up and used the built-in CF webserver.

I have checked everything, disabled the firewall and uninstalled and reinstalled IIS and CFMX several times. I even tried installing MX 7, same problem. Has anyone run into this problem before? Should I just scratch IIS and install apache? I've never run into an issue like this before, and I've installed MX over a dozen times.
