Here is how you do it in Oracle (assuming that both column1 and
column2 are not nulls):

select column1, column2,
   case 
      when column2 > column1 then 'higher' 
      when column2 = column1 then 'equal' 
      when column2 < column1 then 'lower'
   end newcolumnToAdd
from yourTableName
