I have had very good luck here: http://forums.oracle.com/forums/forum.jsp?forum=75 My experience everywhere else, even here at work has been the holier than though DBAs you described. I even got that experience from one here at work that I helped with by sending some LDAP/Oracle integration I had worked on which I thought was rather surprising.
