After playing with it some more I discovered that the MSVCP60.dll file
was not installed while the MSVCRT.dll file was.  I wasn't able to get
the vcredist.exe file to run so I simply copied the MSVCP60.dll file
from another Windows 2000 Server machine to C:\WinNT\System32.  I then
tried to start the ColdFusion MX Application Server service and it
worked!  At this point, however, the localhost:8500 port still wasn't
working so I stopped the service, manually uninstalled CFMX and
rebooted.

Upon rebooting I ran through the installer and this time it worked just
fine.  At the point when it was going to open the initial configuration
window I cringed as this was where it failed previous times, but it
worked!

So that seems to be the trick, if MSVCRT.dll is present but MSVCP60.dll
is not simply copy the required file from another machine.

Now I'm up and running again.
