Can't you set up replication between the old primary database and the new primary database? Then switch the old backup to replicate from the new primary, move the old primary to the new location and get it to replicate from the new primary. Same with the database, just get the new site up running off the old database first, then off the replica, then off the new database. And the most important thing for the actual execution stage is rehearsing.
