I have used the Interakt CSS Menus system. Modified it heavily for my specific application. Works really well. Also good for Search Engines, 508 compliant, etc. It starts off as installed from Dreamweaver, but once you get the code you can modify it easily to query any internal db, and modify the output if needed. You only need dreamweaver to have it generate the code the first time, after that you have all the code you need.
