Yes, it is. Look under WEB-INF/cfusion/lib and you'll see the
following two jars:

iTextAsian.jar
iText.jar

What Macromedia does and doesn't use/expose doesn't really matter if
the iText.jar file is the same one that you can get from the
sourceforge site. Of course, it's probably an older version of
iText.jar due to release dates and stuff, but I can't imagine they'd
only include what they need to do HTML to PDF. In fact, I'm not even
sure they're allowed to do that from a re-distribution standpoint, but
I haven't looked into it. Again though, there could very well be a
license exception thrown like they do with the database drivers,
making this whole topic moot!
