Those are also part of PHP, even in the first versions of PHP they were natively supported in a large amount of variations capable of handling almost anything you want.
It just is so simple but people don't like to admit it. PHP just has a larger community and that is all. The PHP basics to get you up and running are just like ColdFusion very easy. It is easy to make something, and as with all languages, when the learning curve is low, you will see more amateur code around.
