Unfortunately, all of these lines are in the same "field". They need to be, so if a user doesn't fill out one of them, that field won't display and the rest will cascade up.
Take a look here at an example (this is not the real app): http://www.ionizedesign.com/labels/form.cfm The <Address> <City, State, Zip> <Phone> lines are all in one field. But I'm trying to tighten the space between those lines in the output. Maybe I'm asking for more control than Report Builder will allow.
